Every blessing, every gift from God must be received by faith. Faith, simply put, is trust. You and I must trust that God actually has something for you, and that He actually wants to deliver (give) it to you. He is a rewarder of those that diligently seek Him. In this case you are asking about receiving the Holy Spirit. To receive the infilling or the baptism of the Holy Spirit ask yourself, what do I really believe about this experience? Some people believe we have received all there is when we are born again. Some believe that the end of their infilling experience is when they begin to speak in other tongues. There are those who believe that you must be continually filled with the Holy Spirit. I know of several people that wish they could be filled; some have even sought to be filled for 30 or 40 years without ever receiving this most important gift.
First, in the Scriptures there is a difference between being born of the spirit and being filled with the spirit. Nobody would question John 3:16 that God so loved the whole world that he gave every person the ability to be born again through calling on the Lord Jesus Christ. When we are born again we receive eternal life. Our spirit man is recreated so that we can receive the gift of the Holy Spirit. It is a living example of the story of having a new wine skin to hold the new wine and not the old wine skin patched up. The Holy Spirit reveals to us that we are born again. Secondly, you must know that it is God's will for you to be filled with the Holy Spirit; no ifs, no buts. Your faith and trust will rise as you examine the Scriptures relating to the infilling of the Holy Spirit because faith cometh by hearing (or reading) the Word of God. Third, now you will enter into the steps of receiving this gift. What would you do if I reached out my hand to hand you a gift? You would extend your hand towards me with the expectancy that that which was in my hands was going to end up in yours. You would not for a minute think that I would jerk back my hands and not give you the gift. So prepare yourself mentally and spiritually that when you ask God the Father for this gift He is not going to jerk it away from you. Fourthly, now go to God in prayer, by yourself, or attend a Holy Spirit infilling believing church, and ask in faith, believing that you will receive the moment you believe. Then start thanking the Father that He did what He said He would do; like He did with Jesus in John 14:16-17 when Jesus asked the Father to send the comforter (Holy Spirit) that He may abide with us forever. Just say, "Heavenly Father, I ask You to fill me now with the Holy Spirit with the evidence of speaking in other tongues." Then spend time worshipping Him and thanking Him for what you have received. You may or may not instantly sense or feel something, or speak with new tongues, but never let go of the fact you live by faith and not by sight or evidence. If you are willing to stand in faith till the answer manifests you won't be standing for long. You, like those believers that have the infilling, will sense that power has come on you, you will start speaking in tongues, and gifts to serve others will start developing in your life. Every believer must be filled in these last days to effectively carry forth His Word in power.
